About this Scheme

PMMSY is the flagship scheme for the fisheries sector, designed to bring about a Blue Revolution through sustainable and responsible development of the fisheries sector in India. With an investment of Rs. 20,050 crore, it is the highest-ever investment in the fisheries sector, aiming to enhance fish production, improve post-harvest infrastructure, and double the income of fishers and fish farmers.

Objectives

  • 1Enhance fish production from 137.58 lakh MT to 220 lakh MT by 2024-25
  • 2Modernize and strengthen the value chain including post-harvest management and quality improvement
  • 3Double the income of fishers and fish farmers
  • 4Promote sustainable aquaculture practices and responsible fishing
  • 5Strengthen fisheries governance and an enabling environment for the sector
  • 6Generate an additional 55 lakh direct and indirect employment in the sector
  • 7Reduce post-harvest losses from 20-25% to about 10%
  • 8Augment domestic fish consumption from 5 kg to 12 kg per capita

  • Fishers (inland and marine)
  • Self-Help Groups (SHGs) and Joint Liability Groups (JLGs) in fisheries
  • Fish Farmers Producer Organizations/Companies (FFPOs/FFPCs)
  • Entrepreneurs and individuals engaged in the fisheries sector
  • SC/ST/Women candidates (eligible for higher 60% subsidy)
  • State Fisheries Development Corporations
  • Private firms, partnerships, and companies with fisheries operations
  • Cooperatives and Federations in fisheries
  • Central and State Governments and their entities

  • 40% general subsidy on eligible project components (60% for SC/ST/Women beneficiaries)
  • Pond and tank construction or renovation subsidy
  • Recirculating Aquaculture System (RAS) establishment support up to Rs. 50 lakh per unit
  • Biofloc technology unit support up to Rs. 7.5 lakh per unit
  • Feed mill establishment subsidy for setting up aqua-feed manufacturing units
  • Cold chain infrastructure including ice plants, cold storage, and refrigerated transport
  • Insurance coverage for fish crops and fishing vessels at subsidized premiums
  • Deep-sea fishing vessel subsidy for motorization and mechanization
  • Cage culture promotion in reservoirs and open sea
  • Ornamental fisheries and recreational fishing support
  • Seaweed cultivation and processing unit support
  • Disease diagnostic and quality testing lab support

Application Process

  1. 1Step 1: Visit the official PMMSY portal (pmmsy.dof.gov.in) or contact your State Fisheries Department
  2. 2Step 2: Register on the portal with Aadhaar number, mobile number, and basic details
  3. 3Step 3: Select the applicable scheme component and fill in the online application form
  4. 4Step 4: Upload all required documents including identity proof, land documents, and project report
  5. 5Step 5: Submit application to the District Fisheries Officer (DFO) for verification
  6. 6Step 6: District-level committee conducts field inspection and verification of documents
  7. 7Step 7: State-level committee approves eligible applications and releases subsidy in installments
  8. 8Step 8: Beneficiary completes the project, submits utilization certificate, and receives final installment

Soil and water analysis report (for new pond construction)
Environmental clearance / CRZ clearance (if applicable for coastal areas)
CAA registration (for coastal aquaculture farms)
